Microwave cream cheese and sour cream in a large microwave-safe bowl on HIGH for about 1 minute and 30 seconds, or until the cream cheese is softened. Whisk together until smooth.

Stir refried beans, green chiles, taco seasoning, kosher salt, smoked paprika, chili powder, onion powder, cayenne pepper, and 2 cups of shredded cheese into the cream cheese mixture until well combined.

Transfer the dip mixture into the prepared baking dish and spread it in an even layer. Top with the remaining 2 cups of shredded cheese.

Bake in the preheated oven for about 25 minutes, or until the cheese is melted. Remove from the oven, top with thinly sliced scallions, and serve warm with tortilla chips.
